when reach https://developer.apple.com/account/ios/identifiers/merchant/merchantcreate.action says, "the selected team not have program membership eligible feature."
would know perquisites feature. have enrolled "ios developer enterprise program"

you can't register apple pay merchant identifier using enterprise account - you'll need use regular account instead.
