netbeans - Net beans opens files in utf 8 even though project is in different encoding -

my project in windows-1251 encoding. depends on outside library common dependency many projects , therefore stored in diferrent directory on machine apart projects. added path library in project's properties -> include path. files in library in windows-1251 encoding. net beans opens project files correctly, that, when try navigate method definition in library files (by ctrl+click on it) warning saying file can't safely opened utf-8 encoding. if choose open anyway opens totally messed non-asci characters of course. is possible tell netbeans open files include path encoding used in opened project? couldn't find encoding-related setting apart project's encoding. in advance.

apparently there's nothing can it. switched eclipse.
